Dr. Carlie is a native of St. Louis, Missouri, where he graduated from University City High School in 1962. He completed his Bachelor of Arts and Master of Arts (both in sociology) at the University of Missouri (Columbia) and a Ph.D. in sociology from Washington University (St. Louis, 1970). The title of his M.A. thesis was Life Satisfaction Among Elderly Rural Missourians while his doctoral dissertation was entitled Crime in the Later Years of Life.

After serving for 14 years on the faculty of Ball State University, Dr. Carlie was hired in 1986 by then Southwest Missouri State University to create what has become the Criminology program at Missouri State. Dr. Carlie’s most recent online book is entitled "Into the Abyss: A Personal Journey into the World of Street Gangs." Click on the title to explore the book.

In the area of public service, Dr. Carlie was a member of the United States Department of Justice Criminal Justice Planning Agency, served as a consultant to the Departments of Correction in Missouri and Indiana, and was President of the Board for a group of half-way homes for delinquent youth. He continues his public service as an active member of the Southwest Missouri Task Force on Gangs and Youth Violence, the Greene County Sheriff’s Oversight Committee and as a member of the Springfield Advocates for Youth (three Springfield group homes operated by the Missouri Division of Youth Services).

Dr Carlie was the recipient of the 2005 University Award for Service from Missouri State University, the 2004 National Award for Excellence in Academic Advisement  from the National Academic Advising Association,  the 2004 Missouri Governor's Award for Excellence in Teaching, the 2004 Excellence in Advisement Award from Missouri State, the 2004 Missouri State University Foundation Award for Teaching, and  the Fall, 2003, Missouri State Graduate School Award for Excellence in Online Instruction.
